Between USPS, UPS, and FedEx, which company would be the cheapest to mail a 13 lb. item overseas? From Massachusetts to Portugal

1. subject to countrys taxation, petrol charges, air freight charges,, etc........ compare quotes for a 13 lb parcel and define the destination....... sending it next door is definitely cheaoper than send it to the far end of the globle.....lo.....
