Is USPS EXPRESS MAIL INTERNATIONAL the same as USPS Express Mail International Flat Rate Envelope??? What does flat rate envelope mean? Do these have tracking???

1. No, they are NOT the same. The flat rate envelope is an "if it fits, it ships", type of envelope, and it's charged one single specific price. That's the way it is with anything labeled, "Flat Rate". Regular Express Mail International, is weighed and you are charged according to the weight and volume (dimensions) of the package. It can also be an envelope, or a box. Yes, these have tracking, but once they leave the country, it entirely depends upon whether the other country reports back to the USPS any status. Most countries do not. .
