Does a USPS flat rate box cost money for the box and for shipping?

I want to ship with the medium flat rate box 11" by 13" by 3.5" how much will this cost me including the cost of the box and the cost of the shipping?

1. They give you all of the boxes that you want for free. You just have to pay for the postage.
2. You can get boxes mailed to you for free. When you package it up and send it to someone, the prices vary by the type of box you have. The usps.com website has prices listed also.
