How can I get in touch with the inspector general of the US postal service?

Boxes i mailed and said mark very fragile were tossed around and tore apart with contents broken and chipped. Was told by postal service since i did not insure contents they had no responsibility that they had to take. So I lost a lot of money because of their employees lack of doing a good job. They just do not care about quality work. Why do i have to insure my contents for anything when i pay so much to have them sent? it was lack of quality care and that is their fault not mine. I want to talk to the main person in charge not just a postal worker.
