How long does USPS Expedited shipping take?

I had a problem on Ebay , on June 29th I bought an item and it was Free Shipping /Expedited Shipping , Delivery says: "Estimated within 2-4 business days", but on my purchase history sayy "Estimated Delivery: 07/01/11 - 07/06/11". So the item never arrived to my home , and had to check the tracking number and it said this: Class: First-Class Mail® Service(s): Delivery Confirmation™ Status: Delivered Your item was delivered at 9:12 am on July 05, 2011 in CHICAGO, IL 60642. Delivered, Jul-05-11, 09:12 AM, CHICAGO, IL, 60642 Out for Delivery, Jul-02-11, 07:52 AM, CHICAGO, IL, 60622 Sorting Complete, Jul-02-11, 07:42 AM, CHICAGO, IL, 60622 Arrival at Unit, Jul-02-11, 05:39 AM, CHICAGO, IL, 60622 Processed through Sort Facility, Jul-02-11, 01:16 AM, CHICAGO, IL, 60701 Electronic Shipping Info Received, Jun-30-11, 00:00 AM The item's location is Chicago, so when I read that tracking number information I noticed that my item was still there, I immediately contacted the seller , and he told me that the item was returned to him and he said this: "Just got home an hour ago. Your package is here. Very sorry but I underweighed it and USPS sent it back to me. I will remail it right away. Sorry about the delay." This was on Thursday July 7th, and ok I thought it should arrive the next week on monday or thuesday, but nothing, on Tuesday July 12th I sent another message to seller and and just asking him if he alredy shipped my item ,and he aswered me: "dropped it in friday's (July 8th mail. Give it a couple days. " Now today is the fiftth day since he shipped to me, acording to him. But I'm really desperate I need that item ASAP, and I checked the Tracking Number but It stills showing that old information , it keeps saying that it was delivered on Chicago July 05-11, but also I don't know if this is taking to USPS too much time because I live in Texas in El Paso city, so becuase Chicago is very far way from here, but well I don't really know what to think. Also when I ordered this item , I also ordered more items than this, like 7, and they already arrived to my house, and one of them its location was in Canada , it took like 8 days approximately. So know what should I do if that tracking number is old.

1. USPS Tracking numbers can only be used once. There should be a new number on it. If it was overweight, and he just put extra stamps on it and dropped it in the mail, you'll get all kinds of wrong scans. Go down to your delivery office and explain it to a DELIVERY supervisor and they can check their internal computer for scans on the original number. They may not be able to scan a number twice in the same category.
