USPS international priority flat rate box late?

I won an auction on eBay it's a PSP 2001 slim silver the date that i won the auction was around 13 or 14, I paid instantly it was to be shipped from California and to be shipped to Saudi Arabia at the Saudia airlines PO box of my dad, don't mistake me i'm not an Arab. The estimated delivery time is July 25 to 29 but over here in Jeddah postal offices are closed during Thursdays and Fridays my dad said nothing has arrived yet. They sent it in an international priority flat rate box, most of the Arabs are seriously lazy so my dad goes to the office himself to check EVERYDAY, will the package ever arrive? sorry for my ignorance it's my first time to order online.And could someone tell me the estimated delivery time difference if it was to be shipped to Jeddah or to the Philippines. I don't mean something bad by lazy it's just that they might deliver it 2 or 3 days later to my dad working place it's already late today is Sunday I already have a tracking number but the detail never change it says that the seller already shipped it the day after my dad paid, how many day do USPS ship at late? i mean example it's coming on July 1 that's the end of the expected date but it didn't came so how many days do they usually ship late?

1. It takes 6-10 days (to most major countries) for Priority Flat Rate You also have to know when the shipper actually gave it to the PO. I wouldn't be too worried yet.
2. usually items sent to an international country takes average 1-2 weeks. depending on customs. did you ask the sender to give you some kind of tracking numbers? also have your dad call Customs. Sometimes they would not release a package until someone pays the duty fees.
