How to track international USPS priority package?

I sold an ipod over ebay to buyer from Ukraine on July 1st, I printed shipping label via paypal so i did get a tracking LJ62 0871 263U S. I guess he hasn't received it yet because he asked where it is... I never had packages lost in the system before... And I didn't realize the tracking # on Priority Flat Rate Envelop is different than a regular USPS priority package... Is there any season mailer/ebayer out there can help me with this?

1. The Flat Rate Envelope that uses the green customs declaration does not offer any sort of tracking. There is nothing that you can do. The buyer is going to claim non-receipt and even if they did receive the item, Ebay will refund their money because you can not prove any sort of delivery.
