USPS one dollar address change?

Um well this is a bit weird but earlier today I tried changing my address, since I moved and don't want to miss important mail. Everything went smooth until I had to pay the 1 dollar to change it. I put in my card information yet it says it can't identify me by it.But now when I check my balance it says the money has been taken out of it? So hold on, did it go through or did it not? Why did it take money off it isn't going through?

2. They claim its to verify it's you, but they do take the dollar. You won't get it back, I didn't.
