1. Right now you probably can't - they're looking at layoffs rather than hiring. You can take a test to try to get on the hiring list. It typically takes a long time, often years, to get hired.
2. You apply like every other job. However, unless you are ex-military or some other ex-governmental employee......it is EXTREMELY difficult to get hired. The fact that they are about to potentially lay off about 200,000 employees in the next year or two AND close over 1,000 post offices......why on Earth would you want to get a job with them??
3. USPS is a criminal organization staffed by hooligans and thugs. Seek employment elsewhere.
