Why does the Postal service focus on giving a high priority to JUNK MAIL that most citizens DO NOT want?

In my view, the Postal service would not be in the trouble it is in today if it remembers that the Taxpayers still fund the bulk of their infrastructure. The mission of the Post Office was never to become the marketing or distribution department of businesses that enjoy a preferred rate for something the public does not need or want. Would charging Junk Mailers the higher rates help get the Postal Service more in balance and back on its intended mission?

  1. "Junk mail" provides positive cash flow to the USPS (the service recieves more revenues than it costs to provide the service) while First Class is operated at a "toll-box loss" as a public service. Or, in plain language, the USPS makes money off of junk mail and loses money on letters and bills.
  2. junk mail customers pay just like everyone else does.
