Postal Letter

I want to know if the postal rate of .39 cents is changing and when?

1. Supposed to be going up to .42 in the next three months.
2. NO I don't think it will chance for awhile it just went up a little while ago
3. I work for a mailhouse and we have not been given a definate answer but we are told it will be changing in spring of 2007 by $.03, makeing a first class stamp $.42.
