3. The first ounce is now 39c. The second ounce is now 24c. New rates go into affect on May 14, where the first ounce will be 41c but second ounce drops 7c to 17c, meaning that a two-ounce letter mailed after May 24 will actually be cheaper (57c) than it is now (63c), so the news isn't all bad.
