2. Dream on if you think thery would let you see it that clearly. I know that the older more reasonable classes of international mail--like Global Letter rate (for letters and smaller packages) and surface mail--have been eliminated. It was possible to send something to Canada or the UK for much the same as the cost within the US--but they took care of that. Rather than fullfill a quasi-governmental role of providing a service, the USPS is trying to compete with societies worst price gougers. At these prices, shipping will be way down but then only laziness trumps greed with the USPS.
