How long does the cheapest way to send a book from Texas to Washington state take? I sent it USPS Book Rate.?

I sent a scrap book from Beaumont, Texas to Seattle Wahington. I only had a little more than $9. Not enough to insure the package. I sent it June 3 and the person expecting it says they never received it. How long should the shipping time be? I also did not get a tracking #.

1. Typically cheapest is $27. Bear in mi nd under the current skies DC knows the best route these things take. Sometimes other sources tell you also. Hope this helps
