Does USPS priority flat rate shipping also apply in Guam?

I am wondering if one can ship via USPS priority flat rate shipping from Guam to ship to US mainland.

3. No..it only works if you're shipping FROM the U.S. TO Guam...not the other way around. Check your local postal service to see if they have a comparable flat-rate service.
4. Guam is a US Territory. It even has Zip Codes. Yes, the FLat Rate boxes and envelopes can be sent from any US Post Office in Guam to any stateside address. USPS services are available in Guam at the same rpices as any other place in the country or its territories.
