Postal Letter

Confused about the USPS flat rate shipping options.....?

I've ordered stuff from ebay before and it came in some sort of a bag? I thought it was flat rate (around $4.60) and free to order, but the usps website doesn't seem to offer anything like that. I am looking to mail 10 baby onesies (rolled real small) and was wondering if the flat rate envelope would be do-able...or is that only for papers, so it would stay flat.
