How do I report unfair treatment of employees by some postal contractors?

Employees who are friends with supervisors get special favors as a results those employees are allow to do and say things to the less favored and are allow to get away with it. An example is people are reminded not to ride on Pallett Jacks yet some are allow the stupid practice of using them as skate boards. We sort mail for the US Postal service. There are times when you are back up and need help some people just get yell at and are treatened by the very previlaged few if the process is momentery delayed for safety reasons. There is constant reminders of how much you are paid and how many people are waiting to get the job you are holding. It goes on and on.
